Jean-Pierre Hamel

Jean-Pierre Hamel is a Senior Operations Manager for the Middle East at Black & White Engineering, bringing over 30 years of experience in leading complex infrastructure and hyperscale data centre projects. A highly experienced technical leader, Jean-Pierre plays a key role in supporting operational delivery and the continued growth of the business across the region.

Jean-Pierre specialises in hyperscale data centre development, with deep expertise across land development, permitting strategies, EPC contracting and stakeholder engagement. His career has been focused on delivering large-scale, high-performance infrastructure, working closely with clients, authorities and project teams to navigate complex requirements and ensure successful outcomes.

Throughout his career, Jean-Pierre has led the delivery of major data centre campuses and large-scale infrastructure developments across international markets. His experience in managing technically demanding, high-value projects has given him a strong understanding of programme delivery, risk management and stakeholder coordination at scale.

In his role at Black & White, Jean-Pierre is responsible for supporting operational excellence across projects and teams in the Middle East. He works closely with leadership and delivery teams to ensure efficient execution, strong governance and alignment with the company’s strategic objectives. His experience enables him to provide clear direction across all phases of project delivery, from early-stage planning through to completion.

Jean-Pierre has been widely recognised for his contributions to the industry, including being named Project Manager of the Year at leading Middle East industry awards in 2016, 2018 and 2019. These accolades reflect his consistent delivery of high-quality projects and his leadership in complex engineering environments. A key achievement he also highlights is leading the successful attainment of ISO 9001, ISO 14001 and ISO 45001 UKAS certifications for Black & White in 2018—making it the first company in the UAE to achieve all three certifications simultaneously.

Known for his structured and strategic approach, Jean-Pierre is focused on strengthening Black & White’s position in hyperscale data centre delivery.
