Steven Horn

Steven Horn is Managing Director for Europe at Black & White Engineering, with operational responsibility for the UK region of the business. Since joining the company in 2014, he has played a central role in establishing and growing the region into a key part of Black & White’s global footprint, supporting clients across an increasingly complex and fast-evolving digital infrastructure landscape.

A chartered, degree-qualified engineer, Steven is a Fellow of the Chartered Institution of Building Services Engineers (FCIBSE) and a member of the Society of Public Health Engineers (SoPHE). He brings over 20 years of experience in the building services industry, having lived and worked in the UK, UAE and Qatar. His international background provides him with a broad perspective on project delivery across diverse markets, climates and regulatory environments.

Steven has extensive experience across a wide range of sectors and since 2018 has been leading teams in the mission critical data centre sector. He has led multidisciplinary teams and design offices in both the UK and the Middle East, delivering technically complex projects with a strong focus on quality, performance and client outcomes. Today, he remains closely involved in major projects across the UK and Europe, working as part of Black & White’s global leadership team to ensure consistent delivery and alignment with the company’s wider strategic objectives.

In addition to his project and leadership responsibilities, Steven has contributed to the advancement of industry knowledge and standards. Drawing on his experience in the Middle East, he was involved as an author in CIBSE’s Buildings in Extreme Environments for Arid Climates publication. He has also served on the CIBSE CPD technical review panel for several years, supporting the development and dissemination of technical excellence across the profession.

Steven is known for his collaborative, delivery-focused approach and his ability to build and lead high-performing teams. His leadership reflects Black & White’s commitment to clarity, simplicity and technical excellence, ensuring that complex engineering challenges are solved with precision and purpose. As the European business continues to grow, Steven remains focused on strengthening client relationships, developing talent and delivering sustainable, high-quality outcomes across the region.
